I think there was some errors when entering paycheck (payroll tax) info into accounting software books.
It looks like we zeroed Employee withholdings in book by mistake for the period.
 
          Recorded as  ( - Employee withholding Amount ) under Payroll Tax Category
                                  Employee withholding Amount    under payroll tax category    (zeros Employee withholding amount)
                                   Employer Liability Amount              under payroll Tax Category
